Ohio's Dr. Frank: Voter Rolls are Manipulated Across our Country to Allow for Fraudulent Ballots:  Voter registrations are added in bulk before elections and removed after elections, even after they just voted. Recounts of fraudulent ballots don't catch fraudulent ballots, the same as recounting counterfeit dollar bills doesn't catch the counterfeit dollar bills. 
 
 
Ohio Elections are Vulnerable for Illegal Votes causing the dilution of LEGAL votes, and potentially altering election outcomes:
  • Lack of Voter Registration Validation:  Registrations are added to the voter rolls under an honor system – applicants simply check a box affirming U.S. citizenship, and legal voting age – without verification of either.

  • Lack of Online Registration Security:  Ohio offers online voter registration without security measures for identity verification.

  • Outdated, Vulnerable Systems:  Ohio operates tamper-prone, outdated voter registration systems. Hundreds of thousands of voter records lack verifiable information, yet regular ballot still can be cast, including registrations where:    

    • Driver's licenses/state ID numbers and Social Security digits don’t match BMV or Social Security records, 

    • Noncitizens are registered when obtaining or renewing their driver’s license or state ID unless they proactively decline,

    • Individuals moved to another state, and may be registered and voting there,

    • Addresses are incomplete (e.g. missing apartment/college unit numbers) and election mail cannot be received,

    • Registrants have not voted in over 10 years, raising compliance concerns with state and federal law,

    • Duplicate records exist, registrants are deceased, or have invalid birth or registration dates.

  • Lack of Mail-in Ballot Identification: Ohio law does not require photo ID verification for mail-in ballots. Since 2023, over 2 million mail-in ballots were cast without a photo ID requirement, despite photo ID being required for in-person voting. Legislation (HB577) was introduced to close this gaping loophole - facing lawmaker opposition from both parties at a committee hearing. Republican Secretary of State candidate Robert Sprague states in a commercial that he supports photo ID for all ballots - but actions speak louder than words. He has not supported common-sense legislation (HB577) that would actually make this a reality. 

  • No-Excuse Mail-In Voting: Ohio allows no-excuse mail-in voting without photo ID verification or proper chain of custody.

  • Extended Early Voting: Ohio permits 28 days of early in-person voting, which violates the definition of "Election Day" in federal law and creates security and accuracy vulnerabilities. 

  • Outdated Cybersecurity Standards: Ohio voting machines are certified to a 2005 cybersecurity standard - before the iphone.  existed!

  • Unregulated Voter Engagement Organizations: Ohio allows for-profit non-government organizations to register voters without facing criminal penalties for illegal voter registration activities.


06/12/2025 Secretary LaRose admits that nearly 12,000 Ohio voters are also registered and voted in other states.  What he fails to address is how the number of states verified (likely only a handful), and how many also voted in Ohio - committing illegal double voting. Additionally, thousands of citizen-filed challenges identifying individuals registered and voting in multiple states have been dismissed by Boards of Elections, with no action taken by the Secretary of State to investigate or enforce accountability.

WHO IS ON OHIO VOTER ROLLS? 
TRUTH IS, it's not just blue states or swing states that have inaccurate voter rolls.
Although illegal, someone from outside of Ohio - or even outside the United States - can still TODAY register to vote using a stolen ID, submit a mail-in ballot, and their vote WILL count. This  issue alone could result in tens of thousands of illegal votes that may alter election outcomes.
 
The National Voter Registration Act (NVRA), backed and signed by President Clinton in 1993, along with subsequent Ohio election laws supported by Democrat and Republican Secretary of States, legislatures, and governors, have permitted noncitizens, individuals with unknown identities, deceased voters, those with questionable birth dates, not Ohio residents and others on Ohio voter rolls with unrestricted voting rights.

HOW FAKE ID’s CAN UNDERMINE ELECTIONS IN OHIO

 

The FBI turned over recently declassified documents alleging China tried to interfere in the 2020 election by sending tens of thousands of mass produced fake drivers licenses to the US.

Could China have infiltrated Ohio’s elections with fake IDs in 2020?

Since Ohio does not verify identification before voter registration, illegal fake ID voters can be added to the voter rolls. A BMV mismatch program should flag these voter records as unverified, triggering the mailing of Confirmation Notices. However, if recipients do not respond, there is nothing that stops them from voting mail-in or in-person with the same fake ID – despite provisions in the Ohio Constitution indicating they should not be permitted to vote. Once they vote, the BMV mismatch flag is removed, even though their identity was never verified against any state or federal database.

 

Could these same fake ID voters be permitted to vote if elections were held today?  

Yes, it is possible for voters added to Ohio voter rolls using fake IDs to vote in elections held today. While a state photo-id law was implemented in 2023 requiring a photo-id to vote in person, someone in possession of a physical fake ID could still present it at the polls. Additionally, mail-in ballots are counted using the same ID number provided at registration – meaning a fake ID number could be used to vote without further verification.

 

If passed, would Senate Bill 153/House Bill 233 resolve the current shortfalls in Ohio law regarding fake IDs?  

As introduced, these bills would not fully address the gaps that currently permit ineligible individuals to vote - contrary to Ohio’s Constitution.

  • Existing fake ID voters: Those who previously registered using fake IDs can still vote in person or by mail without restriction. Because they were identified in a prior report, they are excluded from future BMV/SSA mismatch reporting and remain on the voter rolls, capable of voting a regular ballot without restriction. Tens of thousands of voter ID mismatches to BMV and SSA records exist that could potentially be fake IDs.

 

  • New fake ID registrations: New registrations using fake IDs can still be added to Ohio voter rolls in large numbers without ID verification. Instead,  registrations are added to the voter rolls, and then the following  exhaustive, complex and error-prone minimum process must occur perfectly to prevent a fake ID vote from counting:   

    1.  The Secretary of State must conduct the BMV mismatch program;

    2.  The Secretary of State must send a report to the Board of Elections;

    3.  The Board of Elections must flag a fake ID voter record for ID mismatch;

    4.  The Board of Elections must mail a Confirmation Notice to a fake ID voter; If a fake ID voter responds by submitting a copy of the same fake ID, the process must repeat;

    5.  A fake ID voter record must then be updated to vote provisionally;

    6.  A fake ID voter must not be permitted to receive a mail-in ballot;

    7.  If a fake ID voter casts a provisional ballot;  

                      a.  The fake ID information must be uploaded to the Secretary of State's office;

                      b.  The Secretary of State must attempt to verify it against BMV records; 

                      c.   The Secretary must notify the Board of Elections that the ID does not exist on BMV records; 

                      d.  The Board must ensure the provisional ballot is not counted; 

                      e.  The Board must cancel the voter registration that should never have been added in the first place. 

   

        The entire chain of events is vulnerable to error at multiple stages. These risks – and the administrative burden could be                   avoided entirely if fake ID registration are not accepted onto the voter rolls,  consistent with President Trump’s Executive                Order 14248, and Secretary LaRose’s public requests in August, 2024. 

The threat of fake IDs voting in Ohio elections is real.  Nothing in existing Ohio law or proposed legislation will prevent fake IDs from getting on Ohio voter rolls or votes from already fake IDs.​

 
2/22/2025 President Trump called on Governors to ensure Honest Elections, which include provisions for same-day voting, voter ID, proof of citizenship and paper ballots.  2/9/2025  Sec. LaRose takes a sudden interest to "make sure only citizens vote" after doing nothing to improve citizenship verification for six years as Secretary of State. He failed to support two bills introduced in 2024 that required  comprehensive citizenship verification - HB472 and SB274 - and they died in committee. 
        Additionally, Legislative Services Commission issued the following statement in reference to proposed citizenship verification language in HB472 , "Laws in other states that required electors to produce documentary proof of U.S. citizenship in order to register or to vote have been ruled unconstitutional. An Ohio law that allows election officials
to require a challenged voter to provide a certificate of citizenship or naturalization also was overturned. In those cases, the courts held that the laws excessively burdened electors’ voting rights under the 14th Amendment to the U.S. Constitution, the National Voter Registration Act of 1993 (NVRA), or both, or that they imposed an unconstitutional poll tax by requiring citizens to pay a fee to obtain a copy of a required document.

Seneca County Election Workers Demoted over Petition Support

Several election workers in Seneca County were demoted from their roles as Voting Location Managers after publicly supporting a petition for citizens to vote to replace voting machines with hand-counted paper ballots. In August 2025, the Board of Elections initially barred anyone involved in the petition from serving in leadership roles at polling places.

The move sparked public backlash, with residents and candidates arguing the decision violated First Amendment rights. Following a packed public meeting and growing pressure, at a September 2025 meeting, the Board of Elections reversed its decision and reinstated the affected workers. Outstanding citizen grievances remain.  

Citizen Removed as Precinct Election Official in Wood County Nov 5, 2024

An experienced poll worker was removed from the Nov 2024 election due to filing lawful voter challenges with her BOE and sharing the results locally.  The BOE gave no legitimate reason why that disqualified  her from serving as a poll worker. She volunteered instead as a poll observer under her political party and reported a hostile environment. Though told by the BOE that she is on the poll worker list for the Nov 2025 election, she has not been scheduled.

Citizen Removed as Precinct Election Official in Fairfield County Nov 5, 2024  

An Individual was scheduled to work the polls Nov 5, 2024 as a Precinct Election Official (PEO) as she had in previous elections. She questioned the lack of training regarding checking photo IDs for noncitizen designation according to a new SOS directive. Apparently, the BOE did not like her questioning this, and without notice, removed her from working the polls Nov 5, 2024.

Citizen Removed as Precinct Election Official in Knox County Nov 5, 2024

An individual scheduled to work as a Precinct Election Official (PEO) on Nov 5, 2024, raised concerns with the SOS about voting machines connecting to the internet and her BOE instructing PEOs not to check photo IDs for citizenship status - despite a SOS Directive. She was accused of making a statement to the SOS that she denies. Without notice or due process, she was removed from her PEO position Nov 5, 2024. She was later reinstated for the May 2024 election, but the original accusation remains unresolved, and her name has not been cleared.

Citizen Removed as Early Voting Observer in Muskingum County Oct 28, 2024

An individual was scheduled to serve as an Early Voting Observer for the Ohio Republican Party at the Muskingum County BOE on Oct. 28, 2024. She was later informed she could not serve in that role due to her membership in an organization allegedly involved in litigation against the BOE—yet the organization in question was not actually litigating against her BOE. Ironically, she was still welcome to observe at the polls on Nov. 5 for the same BOE.


10/14/2024  Ohio Attorney General among 16 who implore DHS to provide citizenship verification access. It is common knowledge that the Biden administration failed to provide database access to states to verify citizenship. What about prior to Biden? Surely, during President Trump's first term, and under current Secretary LaRose, DHS would have provided database access to verify citizenship if asked - but citizenship was never verified by the Ohio Secretary of State outside  of the BMV.  
 

Imagine a county board of elections . . .  

  • Where the Pledge of Allegiance is recited at board meetings only after a citizen request; 

  • Where the door is locked at public meetings and free speech is limited to just 2 minutes;   

  • Where over 8,300 more votes were certified than registered voters in 2008;

  • Where over 3,700 votes in 2020 were never reconciled from voters who registered after the deadline;  

  • Where votes are counted from unreadable QR codes and machine technology is certified to 19 year old standards before the i-phone existed; 

  • Where the Board takes an oath to uphold the state’s Constitution, then violates it by permitting unqualified persons to vote, diluting the votes of eligible voters and infringing on civil rights

  • Where noncitizens can register with an invalid ID, vote by mail and sign a petition to change the state’s Constitution using the same invalid ID;

  • Where voters move and vote in another state, request their previous voter registrations be cancelled, but still remain 4 years later

  • Where the Director admits duplicate registrations exist when someone registers twice with different forms of id because federal law isn’t enforced. 

  • Where a Board member tells citizens who pay her salary that she doesn’t work for them;

  • Where a Board member states voter activity is allowed that violates Ohio law;

  • Where a Board member interrupts a citizen claiming a Secretary of State directive doesn’t exist – when  in fact it does;

  • Where the Director and Deputy Director violate Ohio law by denying legal requests without Board action; 

  • Where citizens are directed to the Secretary of State regarding election issues only to find them unresponsive;

  • Where citizens are told to contact state legislators to improve election law, then oppose election integrity bills;

  • Where it is easy to vote and even easier to cheat;

​​  Surely this couldn’t happen in the United States of America.

  Unfortunately, this is reality at the Board of Elections in Butler County Ohio.  

  May God have mercy on We The People in the 2024 election.

A hypothetical example how voting machine malware can flip less than 1% of votes without the knowledge of the voter, while subverting all security procedures, and escapes post-election audit detection.  
 
08/8/2024 United Sovereign Americans files lawsuit against Ohio regarding errors in the 2022 election which rendered those results unreliable. The lawsuit claimed more than 1.2 million voter registration violations, and federal election law NVRA and HAVA violations was later dismissed without prejudice, meaning it was not a final ruling on whether the claims were true or false.   
 

08/03/2024 "Someone is Trying to Defraud the Elections Process in Hamilton County," acknowledges Board of Elections Member and Ohio RNC Chairman Alex Triantafilou after receiving numerous voter registrations submitted by Black Fork Strategies, a third party conducting voter registration drives throughout Ohio - leaving more Ohio counties vulnerable to this type of election fraud. Specifically, in Hamilton County: 
1) Two registration update forms were submitted by existing voters changing their address without their knowledge. This is significant because absentee ballots can now be requested and mailed to the new fraudulent address, which could disenfranchise the real voter.










3)  A stack of voter registration forms, all seemingly written in the same handwriting, were submitted and added to Hamilton County voter rolls, highlighting a serious deficiency in Ohio's voter registration process, by allowing voters to be added to the rolls without being verified as eligible to vote.

2) A new voter registration was received in the name of Henry Kissinger and added to the voter rolls without verification of identity or citizenship. The subsequent verification against BMV records returned a mismatch on every item and the registration has since been removed. This highlights a significant flaw: there is NO verifications to ensure the person named on a voter registration form is a real, eligible voter - meaning a US citizen, resident of Ohio and of legal voting age. While tis registration was flagged due to the name and subsequently identified as fraudulent, how many other ineligible individuals appear on the rolls and vote?

Cuyahoga County Board of Elections asks State to Investigate Black Fork Strategies for Voter Registration Irregularities. 
As concerned citizens across Ohio urge our legislators and Secretary of State to take meaningful actions to enhance the integrity of our elections by ensuring voters are verified as eligible before adding them to the Ohio voter rolls, citizens are not resting. 

In many Ohio counties, volunteers are researching and rectifying inaccurate in the county voter rolls.
  • Approximately 180,000 Ohio voters have moved to another state, yet many still appear on Ohio voter rolls. While the Secretary of State has initiated a program to share data with three states to remove duplicate registrations, Ohio citizen volunteers are collaborating with volunteers from more states to share publicly available voter roll data.
  • Despite actions taken by the Secretary of State to clean up voter rolls before the November 2024 election, many thousands of other ineligible voter records persist across Ohio. Issues include: 
    • duplicate registrations, 
    • discrepancies in driver's license or state ID numbers compared to BMV records, 
    • mismatches in name, address, or date of birth with BMV records,
    • discrepancies in the last 4 digits of social security numbers compared to SSA records, 
    • mismatches in name or date of birth with SSA records, 
    • voters listing PO Boxes and UPS mail store addresses as residential address (which is illegal in Ohio),
    • deceased voters

Ohio law permits citizens to challenge the eligibility of voters and request corrections to the registration list. Citizen volunteers are leveraging this law and the research provided by dedicated Ohio citizens to request county Boards of Elections to remove ineligible voter records as mandated by federal and state laws. This effort will continue until Ohio legislators and the Secretary of State address the underlying issues allowing ineligible voters to be added to Ohio voter rolls and remain on Ohio voter rolls.

Northeast Ohio Welcomes Thousands of Central American, South American Refugees.

legal immigrants represent the largest, most organized voter fraud in human history. It is believed that border crossers are given smart phones with an app called CBP1 which assigns the last 4 digits of a Social Security Number. That number is used in a system called HAVV to register for an absentee ballot. (They will never see that ballot.) These illegal immigrants are then shipped strategically to notoriously "red states" in key geographic regions and are likely to register again. Social security numbers are disconnected from a name and we in Ohio end up with no way of knowing if illegal immigrants are voting here or if they may also have an absentee vote connected to them in another state.

If you are an Ohio citizen and wish to Save Ohio's elections, you need to contact your government officials: state senators, house reps and county Boards of Elections and demand non-citizens be removed from Ohio's voter rolls, voter registration laws be strengthened to disallow non-citizens to appear on the voter registration database, and absentee ballot identification law be strengthened to require a current Ohio driver's license or Ohio state id instead of last 4 digits of social security number. This action needs to be done by the majority of Ohio citizens and it needs to be done NOW as the 2024 presidential election is inching closer and closer. Don't stand by the sidelines and regret not doing anything. Our very rights to free and fair elections are being stolen.
 
 
Alarming statistics from Help America Vote Verification (HAVV) Federal law HAVA requires states to verify a driver license number with BMV records. Only in situations where an individual registering to vote doesn't have a driver license should they enter the last 4 digits of social security number for verification. in 2020, around 16% of individuals registering to vote across the US did so using the last 4 of ssn verification and around 26% of those did not match BMV or Social Security Administration records. Almost 200,000 matched a deceased individual. Ohio had 41,090 HAVV lookups in 2020 from individuals registering to vote with last 4 digits of social security number, 3,048 resulted in nonmatches, almost one-third of all requests, and the 6th highest of the 39 states who participate in HAVV lookups. 11 matches were to deceased individuals.

2023 Summary of Some Current Issues in Ohio's Elections  Issues include lack of citizenship and identity verification, lack of photo-id required for all forms of registering and voting, hundreds of thousands of inaccurate or ineligible voter registration records, and the potential for election results to be delayed up to 4 days after the date of the election to count late arriving mail-in ballots.
 Vulnerabilities of Dominion ImageCast X Ballot Marking Voting Machines Uused in 12 Ohio Counties   A scathing report that shows these Dominion machines can be exploited to subvert all security mechanisms, provide multiple routes by which attackers can install malicious software on the machines and how such malware can alter votes. This report was sealed in Georgia courts for over 2 years.

03/2023  Mar 2023 Ohio Voter Registrations Evaluation  A follow-up analysis of Ohio voter registration files continue to show serious issues and confirms inadequate measures have been taken by the Ohio Secretary of State and county BOEs since November 2021 to clean Ohio's voter registration files. Principle findings include:
.  59,573 registered voters who haven't voted for over 10 years.               
.  11,126 voters who voted in Nov 2022 election have been moved to 'confirmation status' soon after voting
 5,538 likely duplicate registrations
142 voters who are 110-141 years old, some of which voted in Nov 2020 and Nov 2022 elections

Ohio Continues to Allow Reading QR Codes to Count Votes on Dominion ICX Voting Machines, while Georgia's deadline to remove reading QR codes is pending a July 2026 deadline, without fully funding or finalizing a plan to comply.   Lawmakers and election administrators warn that the timeline is tight and that new equipment, updated ballot printers, optical scanners, and testing will be required — potentially costing tens of millions of dollars.

  • Demands: BOE and involved officials should resign or be recalled; petition should be certified so citizens can vote on the issue.

NONCOMPLIANCE OF FEDERAL AND STATE LAW

Federal law requires county Boards of Elections to verify persons who cast Provisional Ballots to ensure they are eligible to vote when they show up at the polls and their names are not on the poll books.

Problem is, county Boards of Elections do not have the capability to verify US citizenship.
