Miami County
Based on original estimated 2020 Census figures, the following 24 counties had voter registration rolls in excess of 90% of the voting age population: Auglaize, Clermont, Delaware, Fairfield, Fulton, Geauga, Hamilton, Henry, Jefferson, Lawrence, Licking, Logan, Lucas, Mahoning, Medina, Mercer, Miami, Morrow, Ottawa, Putnam, Shelby, Van Wert, Warren, Wyandot.
Five counties of Delaware, Hamilton, Lawrence, Mercer and Morrow had voter registration rolls in excess of 93% of voting age population, in which Delaware exceeded 95% and Lawrence exceeded 96%. 24 out of 25 18+ year old's in Lawrence County is registered to vote but only 65% of them actually cast a vote. Does that make sense? Of the 8 million plus Ohioans registered to vote in 2020, less than 6 million actually voted; around 1 in 4 people registered to vote in Ohio didn't cast a ballot. This may be an indication of inflated voter registration rolls.
Inflated voter registration rolls cause the following problems:

Distorts the true number of citizens actively voting

Manipulates the voter turnout %. If there are inflated voter registrations, it causes the voter turnout % to be lower. When bad actors infiltrate Ohio's elections with phantom votes, they need more voters registered to offset the phantom votes, otherwise there will be over 100% Voter Turnout similar to 2008 when there were 102 precincts in Ohio that exceeded 100% Voter Turnout. These precincts should never have been certified.

It allows bad actors to steal the identity and vote in the name of Registered Voters who are on the Statewide Voter Registration Database but do not have a recent record of voting.
